The Manhattan district attorney’s office will not charge Howard Safir, the former New York City police commissioner who backed his sport utility vehicle into a pregnant woman on the Upper East Side last month and drove away, a law enforcement official said Thursday afternoon.
The decision not to charge Mr. Safir was vindication that “there was no malice, no negligence,” said a lawyer for Mr. Safir, Martin Pollner.
