New York’s Assembly and Senate agree on a reform of state ethics laws, but the package lacks the independent oversight of lawmakers’ behavior that Gov. David Paterson seeks.
Legislative leaders are scheduled to release the agreement Wednesday. It will include separate boards to regulate lawmakers and their staff, the executive branch, and lobbying.
The Democratic governor has said the planm which he criticizes as being developed in secret by Democratic legislators, lacks uniform enforcement of all areas of state government. Paterson wants a powerful board whose members wouldn’t be appointed by the very people they would monitor.
Under the Legislature’s bill, neither the governor nor the Legislature would have a majority of appointees.
