City investigators warned the Finance Department commissioner, Martha E. Stark, in 2007 that a senior parking ticket judge who is married to the agency’s first deputy commissioner had billed for office hours when he was not present, according to city records released Tuesday.
The investigators found more than 100 discrepancies in the time sheets submitted by the judge, Allan J. Patricof, and recommended that he repay the city $8,645.
But Ms. Stark took no action after her own review found that the judge had actually worked the hours elsewhere, including at his home, and had committed no wrongdoing.
