New Port Authority director ousts projects head

Chris Ward, the recently appointed executive director of the Port Authority, has forced out Deputy Executive Director Bill Goldstein, head of capital projects at the Port.

The new executive director of the Port Authority has forced out the head of capital projects in his first move since arriving at the bi-state agency last week.

Chris Ward, named to the top operating job at the Port, secured the resignation of Deputy Executive Director Bill Goldstein, who oversaw all of the construction by the massive agency, which has a $30 billion capital program over the next 10 years.

Its hundreds of projects include the World Trade Center reconstruction, redevelopment of the PATH train systems and the three metropolitan airports, and Access to the Region’s Core, the centerpiece of which is a new train tunnel under the Hudson River.

The authority may also take over New York state’s effort to build Moynihan Station, a new train depot across Eighth Avenue from Penn Station.

Mr. Goldstein, a veteran of the construction industry, was formerly head of the School Construction Authority. He was part of a new leadership team brought on beginning in 2003 to restore the reputation of the agency, which was struggling in particular at Ground Zero.

A replacement–probably not with the same title–is expected to be named shortly by Mr. Ward, who was tapped by Gov. David Paterson on May 2 to replace Anthony Shorris as the Port Authority’s top administrator.
