Spitzer Appointee Foye To Leave Investment Agency

The downstate chairman of the Empire State Development Corporation, Patrick Foye, resigned today.
A statement issued by his office said Mr. Foye, who had joined the Spitzer administration in 2007, had sent in his resignation letter over the weekend and that he would be returning to the private sector.
“Given Governor Spitzer’s resignation and my belief that you deserve to work with a team of your choosing, I have determined that it is timely for me to resign and return to the private sector,” Mr. Foye said in his resignation letter.
Mr. Foye, the release said, will continue to work at ESDC to aid in the transition.
Mr. Foye had been integrally involved in Mr. Spitzer’s decision to scrap the expansion of the Jacob K. Javits Convention Center after cost estimates more than doubled to $5 billion.
Mr. Foye has also been trying to fill a budget gap of at least $1 billion in the redevelopment of Penn Station.
One possible replacement is the chairman of the Lower Manhattan Development Corporation, Avi Schick, whose name in recent days has been mentioned as a possible replacement, according to sources with knowledge of the situation.
A spokesman for Mr. Schick declined comment.
