GOP has 4th foe for Maurice Hinchey

A Tioga County Republican is running for the 22nd Congressional District seat held by Rep. Maurice Hinchey, D-Hurley.

Bruce Layman, 55, of Apalachin, said Monday, “We need to change the direction of this country.”

He said he wants to get rid of politicians who took advantage of the political system to line their pockets.

Layman believes congressmen should have term limits.

“We really need to have term limits because you get fresh blood,” he said.

Hinchey is serving his eighth term. Spokesman Jeff Lieberson said the congressman is solely focused on his work and Hinchey will welcome open discussion on the topic later.

Besides Layman, Republicans David Grate of Endicott, George Phillips of Endwell and Joseph Schmidt of Rhinebeck are running in the primary.

Layman said he believes education is the future - both here and abroad.

The United States should help the Iraq government build schools that promote American culture and values, Layman said. The words “American Free School” would be put on the front of the buildings, he said.

Layman said the Iraqi government would pay for the schools and Iraqi police would protect them.

“I really feel like we’re beginning to turn the tide,” Layman said. “The surge worked.”

Besides the war in Iraq, Layman wants to focus on the economy and “green” technology to protect the environment.

He said there should be lower taxes on businesses in New York. Since the area has such a rich history, tourism should be promoted, Layman said.

As for environmental concerns, Layman said, “We need to get away from the fossil fuel technology.”

He said he wants to push geothermal and other types of heating systems to save energy. 

The 22nd Congressional District includes parts of Broome, Delaware, Dutchess, Orange, Sullivan, Tioga, Tompkins and Ulster counties.
