Campaign Finance Board fines Council Member Miguel Martinez $44,780 and Others

The Campaign Finance Board has fined Manhattan Council Member Miguel Martinez $44,780 and ordered him to pay back all the public campaign funds he received — totaling $128,786 — after finding that he submitted bogus documents and committed other violations relating to his 2001 campaign.
The CFB also hit 2005 Council Pat Russo with a $7,315 fine for various smaller violations.
In other matters, Bronx Councilman Larry Seabrook was partially successful in appealing an earlier CFB decision. The board, which had ordered him to refund $2,596 from the 2005 campaign, is now seeking only $302.
The board also dismissed a complaint alleging that Harlem/Bronx Council Member Melissa Mark-Viverito improperly coordinated activities with then-employer 1199/SEIU during her 2005 campaign. “An investigation did not uncover sufficient evidence to substantiate the complaint,” the board said.
